Mission Statement

Roberto Clemente is a small learning community that inspires and educates students to maximize their success. The school provides students with a rigorous academic foundation using a holistic approach. The school also challenges students to excel and to acquire the knowledge and skills that they will need to be successful in college and secondary level study and to be lifelong learners.

Goals and Objectives

All students will have the opportunity to become proficient in Spanish and English.

The educational needs of all students will be accommodated.

Project-based learning will serve as the cornerstone for building critical thinking and problem-solving skills.

All students will be proficient in reading and writing.

The learning model will be interdisciplinary, project based, team based, and community-oriented and will result in an individualized student project.

All students will meet the minimum standards required by Federal and State governments and the Allentown School District.

Student achievement will be measured against the Pennsylvania School Standards developed by the PDE. Additional evaluations will be conducted and discussed later in this document.

Non-academic goals and objectives for student performance include:

Educational Program

The Curriculum will contain interactive lessons that will be integrated with pertinent technology in order to prepare students for the complex challenges of the future.

Employment skills will be taught through the use of word processing, spreadsheets, data base software, and communications programs.

Learning will be cooperative, project based, interactive and student-centered.

Teachers and students will work as partners in the learning process, with teachers structuring activities and projects that encourage students to explore and process new knowledge and to evaluate, analyze and solve problems.

Peer interaction will stimulate the natural language acquisition for all students.

This Curriculum is designed specifically to enable students to practice using their knowledge daily in the community and their work life. It is structured specifically around community resources in order to bring depth, not breadth. The greater part of the learning will come from teachers and the community.

Other learning will come through the use of software and distance learning programs that are unavailable or unused in most public schools.

The school will operate from 8:00 a.m. — 3:00 p.m. Monday through Friday and will basically follow the Allentown School District's calendar.

All children enrolled in RCCS will receive a free appropriate education. The school will comply with federal and Pennsylvania laws and regulations governing children with disabilities and meet the special education duties as outlined in PA Act 22 of 1997.

Special Education

This will include compliance with Public Law 105-17, the Individuals with Disabilities Education Act (IDEA).

RCCS will:

  • Admit children with disabilities on the same basis as children who are not disabled.
  • Provide services to address the specific needs of children with disabilities admitted to the school or to already-enrolled students who are identified as a child with a disability.
  • Comply with IDEA and its requirements.
  • Provide a free, appropriate education in conformity with an Individualized Education Program.


"It is the policy of Roberto Clemente Charter School that all students with disabilities, regardless of the severity of their disability, who are in need of special education and related services, are identified, located, and evaluated. This responsibility is required by a Federal Law called the Individuals with Disabilities Education Improvement Act of 2004, 20 U.S.C. 1200 et. seq ("IDEIA 2400"). Chapter 711 of Title 22 of the Pennsylvania Code. This law requires the publication of a notice to parents to inform parents of children applying to or already enrolled in Roberto Clemente of (1) available special education services and programs, (2) how to request those services and programs, and of (3) systematic screening activities that lead to the identification, location, and evaluation of children with disabilities enrolled in Roberto Clemente Charter School. The purpose of this notice is to comply with the school's obligations under Chapter 711 of Title 22 of the Pennsylvania Code."
